On September 25, 2015, Chuck and Emily addressed the group about new regulations regarding the use of drones. After recent events involving the unsafe maneuvering of drones, the Federal Aviation Administration (FAA) convened a task force to consider certain regulation issues involving the use of these devices. Chuck and Emily’s presentation included an overview of the FAA regulations and guidelines, but also a very specified focus on the extent to which municipalities may regulate the use of drones.
The Allegheny League of Municipalities is an organization of boroughs, townships, cities, home rule municipalities, authorities and the County of Allegheny. The “League” addresses and meets the needs of the area’s local government officials through a systematic and coordinated approach to municipal legislation and services, providing education and updates throughout the year. The Fall Conference, which often takes place in September, is held at the Seven Springs Mountain Resort, and hosts representatives from across the state.
Charles M. Means serves as a solicitor and special counsel in the areas of local government including taxation, Right to Know Law, Sunshine Act, State Ethics Act, civil service, and employee relations, amongst others. He is also a solicitor to water, sewage, and recreation authorities and an expert in authority board member law and ethics, law counseling and finance. In addition to this work, Chuck is experienced in every aspect of zoning ordinance drafting and amendment, zoning hearing board proceedings including variances, special exceptions and appeals, zoning enforcement, subdivision and land development regulation and eminent domain.
Emily J. Mueller practices within the firm’s School & Municipal Law Group. While much of her work includes assisting municipal clients with the collection of real estate tax and municipal claims, she also assists her clients with reviewing and responding to requests for public records under the Pennsylvania Right-to-Know Law. She is also experienced in property maintenance issues, including demolition proceedings, and serves as counsel to Zoning Hearing Boards and Planning Commissions.
