As part of the Pennsylvania Municipal Authorities Association (PMAA)’s 74th Annual Conference and Trade Show, “Solicitor Day” took place on Monday, August 29th at the Wyndham Grand Pittsburgh Downtown.
An active member of the PMAA for years, Chuck served as a Moderator for the day’s opening presentation: Tell It to the Judge. The session was beneficial to all authority employees, including board members, solicitors, engineers, managers and financial officers. Attorneys argued facts and laws involving actual authority-related cases, while audience members had the chance to test their knowledge by who they believed actually won.
With a primary focus in municipal law, Chuck serves as a solicitor and special counsel in the areas of local government including taxation, Right to Know Law, Sunshine Act, State Ethics Act, civil service, employee relations, procurement, cable TV and telecommunications law and building code compliance. He is also a solicitor to water, sewage, and recreation authorities and an expert in authority board member law and ethics, law counseling and finance. In addition to his work as a solicitor, Chuck represents municipalities and landowners in every aspect of zoning ordinance drafting and amendment, zoning hearing board proceedings including variances, special exceptions and appeals, zoning enforcement, subdivision and land development regulation and eminent domain.
