A member of the firm’s Municipal Creditor’s Rights Group, Francine’s primary focus involves the collection of delinquent taxes on behalf of the City and School District of Philadelphia.
Francine has years of experience in handling a high volume of litigation and foreclosure on real estate tax liens, particularly for the City of Philadelphia. On average, she has ensured proper conveyance of up to 300 properties per month at Sheriff’s Sales and has appeared before the Court of Common Pleas and administrative agency boards.
A 1997 graduate of Rutgers University, Francine earned her B.A. in Political Science. She continued her education at the Rutgers School of Law, earning her J.D. in 2001. While in law school, she served as co-chair of the National Association of Public Interest Lawyers. She was also a Fels Grant and NAPIL Grant recipient in 1999.
Francine is admitted to practice in the Commonwealth of Pennsylvania and The U.S. District Court – Eastern District of Pennsylvania.
