Emily is a member of the firm's School & Municipal Law and Municipal Tax & Creditors' Rights groups. As a Municipal Solicitor, she has extensive experience in all facets of local government, including running public meetings and hearings, ordinance and resolution drafting, contract review, and assisting clients with zoning and land use issues, property maintenance issues and employment matters. Additionally, she has considerable experience with assisting school and municipal clients with reviewing and responding to requests for public records under Pennsylvania’s Right-to-Know Law and handling appeals before the Pennsylvania Office of Open Records, as well as reviewing and responding to public records requests made under the Federal Freedom of Information Act.
Emily currently serves as Solicitor to the boroughs of Thornburg, Rosslyn Farms, Big Run and Mt. Oliver, as well as the townships of Beaver, Neville, Richland, Harrison, Kilbuck, Gaskill, Eldred, Oliver, and Rose.
In addition to her role as Municipal Solicitor, she provides legal counsel to several Zoning Hearing Boards (Aleppo Township, Millvale Borough, Ohio Township, Carnegie Borough, Reserve Township and Sewickley Borough) and the Harrison Township Water Authority. She also provides insight to the firm's Planning Commission clients and directly assists with their matters when needed. She is also Solicitor to the Allegheny County and Western Pennsylvania Association of Township Commissioners, the Allegheny County Association of Township Officials, and the Pennsylvania State Association of Township Commissioners Western Region.
As part of the firm's Municipal Creditors' Rights group, she works with the firm's municipal clients to collect current and delinquent taxes and municipal claims, including representing them in matters involving the Fair Debt Collection Practices Act. She will also assist the firm's clients with matters pertaining to Business Law and Real Estate Law.
